A report into policing in South Auckland says a promised 300 new frontline police may not solve the district's problems long-term.
.... but if the increased number of frontline police are visible, increase the probability of consequences for offending and the immediacy of those consequences, they will have a dramatic and immediate effect on crime.

Yeah, being taken down to the station and spending 5 hours in a cell waiting for front-line staff to get back to process you might actually be a great deterrent.
No courts, no fines, just massive inconvenience in the first instance, with the hassle of yet another 30 hours community service being tacked onto the bill, until such time the judge thinks "gee, maybe I have to get tougher?"
